County Attorney Warnings Regarding Child Support Enforcement End with Felony Charges
The warnings issued by the Jackson County Attorney are being realized in the courtroom with felony charges and arrests.
After issuing two warnings, the Jackson County Attorney's Office is making good on its promises.
County Attorney Ross Murray wrote: "You have 30 days to get your case into compliance. After that, if you are not making regular monthly payments in full on your child support obligation and you are $2,500.00 or more delinquent on your child support obligation, you can expect felony criminal charges to be filed against you from my office."
Murray wrote: "If you are not making regular monthly payments in full on your child support obligation and you are $2,500.00 or more delinquent on your child support obligation, you can expect felony criminal charges to be filed against you from my office. NCPs!! (Non-custodial parents) You have two (2) choices! Either pay your child support, or we will do our best to send you to prison!"
Jackie N. Bowling, 29, of London, KY, was arrested on July 23, 2025, after the Jackson County Attorney issued a Complaint Warrant (#E05510005021421). The complaint warrant alleges that Bowling violated KRS 530.050 (2)(a) Flagrant Nonsupport, in that he has persistently failed to provide support which he can reasonably provide and which he knows he has a duty to provide by virtue of a court or administrative order. Said failure to provide support has resulted in an arrearage of child support of more than two thousand five hundred dollars ($2,500). The complaint warrant states that child support was ordered by the Jackson Family Court beginning on July 01, 2021, in the amount of $206.50 per month. Bowling became $2,706.00 delinquent on October 01, 2023.
Bowling was arraigned before Judge Henria Bailey-Lewis in District Court on Monday, July 28, 2025. The case was assigned #25-F-00084. Bowling entered a plea of "not guilty." Judge Bailey-Lewis ruled that Bowling should be considered a "flight risk" and also that bail credit was denied. A preliminary hearing was scheduled for August 25, 2025. Bowling is currently in custody at the Laurel County Detention Center.
David A. Daugherty, 58, of McKee, KY was arrested on July 24, 2025, during the execution of two separate Complaint Warrants issued by the County Attorney. Complaint Warrant #E05510005021627 alleges that the Jackson Family Court ordered Daugherty to pay child support in the amount of $200.00 per month on March 15, 2001. Daugherty allegedly became $2,500 delinquent on April 01, 2002. The case associated with this complaint warrant has been assigned #25-F-00085.
In the second complaint, Complaint warrant #E05510005021638 alleges that the Jackson Family Court ordered Daugherty to pay child support in the amount of $725.00 per month starting on July 01, 2006. Daugherty allegedly became $2,500 delinquent on November 01, 2006. The case associated with this complaint warrant has been assigned #25-F-00086.
Daugherty appeared before Judge Henria Bailey-Lewis in District Court for arraignment in both cases on Monday, July 28, 2025. Daugherty entered pleas of "not guilty" in both cases. Judge Bailey-Lewis ruled that Daugherty was considered a "flight risk" in both arraignments. Preliminary hearings were scheduled for August 04, 2025.
In addition to a promise of prosecution in cases of flagrant nonsupport (>$2,500 delinquent), the County Attorney also extended a hand to help those who may be struggling themselves, resulting in a lack of ability to provide child support. The County Attorney reported, "Even if you are arrested, if you are on drugs and want help, we will try to get you help. Your stabilization and transition into being a productive member of society is in everyone's best interest. Your child needs YOU, not just your money."
